Polycom video collaboration is a safety valve to 42 million residents of Liaoning Province, China

New Delhi, India, October 7, 2013: The catastrophic flood that recently occurred in Fushun, Liaoning Province, China severely affected more than 316,000 people in the path of the dangerous waters that were unleashed, and the general population felt a direct economic loss of over ¥7 billion (approximately US$1.1B).

In the face of this disaster, Governor Chen Zhenggao convened an emergency video conference at the province’s Flood Control and Drought Relief Headquarters. By using video solutions from Polycom, the global leader in open, standards-based unified communications and collaboration (UC&C), emergency management teams were able to analyse real-time flood data, discuss relief methods, and identify mitigation and assistance actions to be taken, aiding thousands of people in the affected areas.

In 2012, following the tragic “8-04” flood, the Water Resources Department of Liaoning Province established a flood emergency response platform, implementing a Polycom HD video conference system with 127 cameras monitoring reservoirs and critical water courses across the province. With this platform, government officials organised comprehensive discussions on the impact of the event and decided how to address the associated issues.

“The Polycom video conference system has played a critical role in our flood control work,” said the director of the information centre of the Water Resources Department said. “The information platform has improved our cross-regional coordination and emergency response capabilities, and it is efficient and easy to operate.”

The Polycom HD video conference system is a valuable tool for water resource and emergency response departments because of its real-time features. The Polycom RealPresence Collaboration Server2000 and 4000 HD multi-point control units, Polycom RSS 4000 HD recording-broadcasting server, and Polycom HDX endpoints have been integrated into the governmental flood and drought control platform to meet future command requirements. These solutions offer ease of use and technical support, allowing officials to promptly call flood control meetings and manage relief activities by facilitating face-to-face discussion and decision-making processes for emergency teams.
